Barre, Vermont, is looking at its ordinances related to pets and leashes after residents complained of cats using flower boxes for something other than flowers, though, predictably, cat owners are up in arms about the idea.  That keeping cats indoors or restrained protects birds and other wild animals hasn’t even entered the debate.  Of course, all pets should be restrained when outdoors or horrible situations like this one occur.
